مقدمة :
إن تدعيم مكانة المرأة التونسية في الحقوق الاجتماعية والاقتصادية والسياسية وتثبيت مكانتها داخل الأسرة والمجتمع جاء نتيجة إرادة سياسية واضحة للعهد الجديد حيث تتالت الإصلاحات الجوهرية والعميقة في جميع الميادين دون استثناء وهذا ما أعطى المرأة مكانة الشريك الفاعل في الدورة التنموية لتونس تعمل جنبا إلى جنب مع أخيها الرجل وقد أثبتت المرأة في العمل قدرتها على تحمل المسؤولية بكل اقتدار وهي كذلك قادرة على اكتساح أعلى مراكز القرار والمسؤولية.
لقد أتيحت اليوم للمرأة فرص أخرى جديدة للمشاركة وتفعيل دورها في التنمية الاقتصادية والاجتماعية للبلاد وبالتالي فهي مدعوة أكثر من أي وقت مضى إلى اقتحام مراكز جديدة في ميادين المعرفة والاقتصاد الجديد.
ومن هذا المنطلق فإن التقدم الحاصل لها لا بد أن يتماشى مع الآفاق التي فتحت أمامها حتى تحتل مناصب القرار بنسبة لا تقل عن 30% في 2009 وهي نسبة حددها الرئيس زين العابدين بن علي في برنامجه الرئاسي "لتونس الغد".
جنوب إفريقيا (SAWID)
خمسون سنة منذ المسيرة التاريخية لعشرين ألف امرأة من أجل تكوين اتحاد النقابات لمناهضة القانون القمعي للميز العنصري خاصة وأنه أضر بظروف المرأة وبعد ثلاثة عشرة سنة منذ نهاية حكم الميز العنصري سنة 1994 نساء من جنوب إفريقيا يحتفلن اليوم بالإنجازات التي تحققت في الدولة الديمقراطية في مجالات الحريات السياسية والمؤسساتية والتقدم في مجال التنمية الاجتماعية والاقتصادية والثقافية كما تحتفلن بالخطوات المنجزة من طرف الحكومة في مجال تحقيق الأمن والسلم بجنوب إفريقيا وبكل القارة، ورغم ذلك بقيت النساء تعيش عدم المساواة في مجتمعنا وهو وضع يتطلب منهن إيجاد حلول جديدة.
يجب عليهن :
- تدعيم حركة النساء بجنوب إفريقيا لتثبيت هياكل دولة تعنى بالمساواة بين الجنسين والتنمية
- تطوير الآليات القانونية التي بقيت إلى حد الآن دون المؤمل.
SAWID ستعمل على توفير أرضية للنساء للعمل على مجابهة التحديات الحالية خاصة في مجال مكافحة الفقر والأمراض والعنف ضد النساء والأطفال وكل أنواع التهميش وتأثيراته.
إقرارا بالتكامل بين الاتحاد الوطني للمرأة التونسية و SAWID ستعمل المنظمتان على اغتنام هذه المناسبة للاحتفال سويا بوقع الخمسين سنة منذ مسيرة بريتوريا للنساء وخمسين سنة منذ صدور مجلة الأحوال الشخصية التونسية التي تمثل مكسبا هاما من أجل المساواة بين المرأة والرجل في الأسرة والمجتمع.
II- الإطار العام للندوة :
في إطار الاحتفالات باليوم العالمي للمرأة يوم 8 مارس ينظم الاتحاد الوطني للمرأة التونسية وجمعية "SAWID" ندوة حول "المرأة، السلم والرفاه" تجمع خبراء في ميدان التشريع، الحياة العامة وتكنولوجيات الاتصال...
21 امرأة من جنوب إفريقيا سيشاركن في هذه الندوة لتبادل الآراء حول "قضايا المجتمع عامة والمرأة خاصّة وحول الحياة المهنية والنشيطة وطرق النفاذ إلى تكنولوجيات الاتصال بعد القمة العالمية لمجتمع المعلومات التي انتظمت في تونس في مرحلتها الثانية نوفمبر 2005.
III- الأهداف :
- تبادل التجارب في ميدان التشريعات ومشاركة المرأة : تجربة جنوب إفريقيا وتونس.
- تحسيس المسؤولين وأصحاب القرار بضرورة العمل على إحداث تشريعات تحفظ المرأة ضد كل أشكال التمييز.
- مزيد التعريف بأن المرأة هي عامل أساسي في رفع عجلة التنمية الاقتصادية والاجتماعية.

IV - النتائج المنتظرة :

- ضبط مجالات التعاون والشراكة بين المنظمتين لمزيد دعم حقوق المرأة وتحديد دورها الفعال في إحلال السلم والرفاه.
V- أهم محاور الندوة :
تنعقد الندوة يوم 8 مارس صباحا وتتفرع أشغال الندوة إلى 3 حصص.
1- المرأة والتشريعات :
إن مناقشة حقوق المرأة والتشريعات والممارسات أصبح اليوم موضوعا هاما في العالم وفي هذه الورشة سيتم التطرق إلى المواضيع التالية :
· مجلة الأحوال الشخصية والتشريعات الخاصة بالتربية والصحة والصحة الإنجابية ومجلة الشغل أدت إلى تشريعات عصرية وفريدة من نوعها لأنها تماشت مع القيم والثقافة والهوية.
· العوامل التي عرقلت إمكانية تطبيق مثل هذه التشريعات في بلدان أخرى وخاصة بالنسبة لجنوب إفريقيا وستحدد أحسن الآليات لتبادل التجارب.
2- الفجوة الرقمية : دور المرأة في تطوير اقتصاد المعرفة
في هذه الورشة سيتم تناول موضوع مساهمة المرأة في التحكم في تكنولوجيات المعلومات والاتصال وكذلك الوسائل التي تؤمّن النفاذ إلى هذه التقنيات وانعكاساتها على الاقتصاد.
إن تكنولوجيات المعرفة والاتصال بما توفره من مرونة تتيح لكل فرد من أفراد المجتمع بما له من زاد ثقافي، أن يشارك في تنمية البلاد.
والمرأة بحكم تواجدها بكثافة في عدة قطاعات لم تشهد بعد تطوير التكنولوجيات الحديثة يمكن أن نراهن على تطوير قدراتها حتى تجعل منها عنصرا فاعلا في نشر ثقافة مجتمع التكنولوجيات الحديثة في قطاعات مثل التربية والصحة والتأمينات والمالية إلى غير ذلك...
وفي هذه الحصة سيتم كذلك تقديم أمثلة وشهادات حية لنساء تجحن في استعمال التكنولوجيات الحديثة لتطوير عملهن كما سيتم تقديم ما تم انجازه بعد القمة العالمية لمجتمع المعلومات تونس 2005.
3- المرأة والحياة العامة :
لا يمكن تجاهل الدور الفعال الذي تقوم به المرأة في بناء وتطوير مجتمع يقوم على اقتصاد مستديم لا يمكن تحقيقه بدون مشاركة مجدية للمرأة في مواقع أخذ القرار.
ما هي إذن التوجهات وواقع الحياة النشيطة؟
ما هي جدوى نظام الحصص؟ (Quotas)
ما هي العوائق الثقافية، التربوية والاجتماعية التي تحول دون مشاركتها؟
الحوار في هذه الحصة سيتناول كذلك مقاربات لتدعيم مشاركة المرأة في الحياة العامة تقدم كنماذج تستأنس بها الأجيال القادمة

I- Préambule
Le renforcement des droits sociaux, économiques et politiques de la femme tunisienne et la consolidation de sa place au sein de la famille et de la société, sont le fruit d’une ferme volonté politique. L’ère nouvelle est marquée par un processus de réformes globales et profondes dans tous les domaines d’activités qui ont hissé la femme au rang de partenaire à part entière et d’acteur agissant dans l’œuvre de développement de la Tunisie.
Ayant fait preuve de détermination et d’abnégation au travail, d’aptitude à acquérir les plus hautes qualifications en matière de formation et de capacité à assumer des responsabilités dans tous les domaines et à tous les niveaux de décision, la femme se trouve aujourd’hui face à de nouvelles opportunités de participation plus grandes et plus efficaces au développement économique et social du pays. Ces opportunités l’invitent, par ailleurs, à conquérir de nouvelles positions dans les domaines du Savoir et de l’Economie nouvelle, des avancées qui devront aller de pair avec les horizons qui lui sont ouverts au niveau de ses chances d’occuper des postes de responsabilité que le Président Ben Ali a fixé à 30% d’ici 2009, dans son programme électoral « Pour la Tunisie de demain ».
Afrique du Sud (SAWID)
50 ans depuis la marche historique de 20000 femmes pour la Constitutions de l"Union des Syndicats pour protester contre la législation répressive de l"Apartheid d"autant plus que cette dernière affectait les femmes, et 13 ans depuis la fin du régime de l"Apartheid en 1994, des femmes sud-africaines célèbrent aujourd’hui les acquis réalisés par notre gouvernement démocratique dans les domaines des libertés institutionnelle et politique et le progrès dans le développement socio-économique et culturel. ہ cet égard, elles célèbrent aussi les étapes franchies par le gouvernement dans la promotion de la paix et la sécurité dans notre pays et continent.
Cependant les femmes continuent encore à vivre des inégalités dans notre société, une situation qui exige que les femmes elles mêmes continuent à trouver de nouvelles solutions. Elles doivent soutenir le mouvement sud-africain des femmes pour renforcer les structures de l"Etat pour l"égalité des sexes et le développement aussi bien qu"assurer que le dispositif législatif jusqu"ici épargné soit impliqué.
SAWID est impliqué pour fournir une plate-forme à des femmes pour travailler de part leurs diversités historiques à confronter leurs défis actuels particulièrement dans la lutte contre la pauvreté, les maladies, la violence contre des femmes et des enfants et toutes les autres formes et conséquences de marginalisation.
En reconnaissant la complémentarité de l’UNFT et SAWID, les deux organisations saisissent cette occasion afin de célébrer conjointement l’impact de 50 ans depuis la marche de Pretoria des Femmes et 50 ans depuis la promulgation du Code du statut personnel de la Tunisie qui constitue un acquis considérable pour l"égalité entre les hommes et les femmes dans la famille et la société.
II- Contexte
Dans le cadre de la célébration du 8 Mars, journée mondiale de la femme, l’Union Nationale de la Femme Tunisienne et SAWID organisent, le 8 mars 2007, une conférence autour du thème : «Femmes, Paix et prospérité».
Cette rencontre réunira des experts des acteurs de la société civile dans tous les domaines (législatives, publique, technologies de l’in de la Tunisie et de l’Afrique du Sud (21 participantes) en vue d’échanger des expériences nouvelles et des idées sur le devenir de la société et de la femme en particulier. Ils analyseront également les défis auxquels les femmes feront face dans les législations, la vie professionnelle et active, et l"accès aux technologies de l’information particulièrement suite aux recommandations du SMSI.
III. Objectifs
· Echanger les expériences en matière de législation et de participation des femmes dans la vie publique active dans le cas de l’Afrique du sud et de la Tunisie.
· Sensibiliser les décideurs sur la nécessité d’œuvrer pour une législation qui préserve la femme de toutes formes de discrimination à leur égard.
· Montrer que la femme est un acteur principal dans le développement économique et social de la société.
· Identifier les facteurs qui freinent l’accès des femmes aux postes de décision et de responsabilité.
· Définir les concepts de : Empowerment et capacitation.
IV. Résultats attendus
· Recommandations
Les recommandations issues du symposium de Tunis seront développés davantage lors de la rencontre qui aura lieu en Afrique du Sud.
· Conclusion d’un partenariat
Identification des axes d’un échange et d’un partenariat entre les deux organisations afin de consolider les droits des Femmes et leur rôle comme vecteur de Paix et de prospérité.
V. Principaux thèmes du symposium
La rencontre aura lieu le 8 Mars. Les travaux seront répartis en trois sessions :
o Femme et Législation
La promotion des droits de la femme, la promulgation des lois en sa faveur et les actions entreprises afin de changer les mentalités et les comportements est un sujet d’actualité dans le monde.
Lors de cette session seront discutés les points suivants :
- les réformes juridiques en faveur de la femme : (statut personnel, éducation, santé, santé reproductive, code du travail) ont abouti à une législation moderne et avant gardiste qui a su rallier le respect de l’idendité et les valeurs arabo-musulmane et la modernité.
- Les participants échangeront les expériences en vue d’une éventuelle adaptation à d’autres pays et particulièrement l’Afrique du Sud.
o Fracture numérique versus Rôle des Femmes dans une Economie de Savoir
Il s’agira, lors de cette session, de donner un aperçu sur le niveau de maîtrise des TIC et de la formation des femmes dans ce domaine ainsi que les moyens d’assurer l’accès universel et l’impact sur l’économie. Les technologies de l’information permettent une flexibilité qui permettra à chaque individu de contribuer par son savoir faire au développement de la communauté. Aujourd’hui les femmes peuvent profiter de l’utilisation des TICS dans des domaines tel l’éducation la santé. Les femmes sont en mesure de participer à ce développement et à profiter, en partie parce qu’elles sont bien représentées dans les secteurs, l’administration hospitalière, les finances, les assurances et le textile et l’agroalimentaire. Le défi sera donc d’appuyer la démarche des femmes dans ces secteurs. Il sera aussi question de présenter des exemples de stratégies réussies (success stories) qui ont permis de tirer un meilleur profit d’une économie fondée sur la connaissance. (Nouveaux métiers, Travail à distance, incubateur et esprit d’entreprenariat, Femme entrepreneur: femme génératrice d’emplois et de revenus). Une attention particulière sera apportée aux actions entreprises après les recommandations du SMSI.
o Femmes & Vie Publique : Enjeux et défis
Nul ne peut ignorer le rôle de la Femme dans la construction et la pérennisation d’une société basée sur une économie durable ceci ne peut se réaliser sans une participation efficiente de la femme dans la prise de décision. Quelles sont donc les tendances et la réalité dans la vie active ? Quelle efficacité pour un système de quotas, de participation volontaire ? Quels sont les barrières : culture, éducation, compétences…. Le débat de cette session abordera des approches pour renforcer la participation des femmes à la vie publique (notion d’empowerment) et inciter à la mise en place de modèles performants pour inspirer les générations futures.

I. Foreword
The strengthening of the social, economic and political rights of the Tunisian woman and the consolidation of its place within the family and the society, consequence of a firm political good-will which marked the new era by a process of total and major reforms in all the fields, made the woman, the partner of the man with equal rights and both active actors in the development process of Tunisia.
Having shown determination, aptitude to acquire the highest qualifications at work, strong capacity to assume responsibilities in all fields, women are facing now new opportunities making them fully involved in the social and economic development of the country. They have to conquer new positions; such chance is confirmed by President Ben Ali who fixed, in its electoral program "For Tunisia of tomorrow", the percentage of women at decision levels to 30% in 2009.
South Africa (SAWID)
50 years since the historic march of 20 000 women to the Union Buildings to protest repressive Apartheid legislation especially as it affected women and 13 years since the end of the Apartheid regime in 1994, South African women are now celebrating the gains made by our democratic government in providing legal, institutional, and political liberation, and progress made in socio-economic and cultural development. In this regard, they also celebrate the steps taken by government in promoting peace and security in our country and continent.
There is deep concern, however, that women continue to experience inequalities in our society, a situation that requires that women themselves continue to find new solutions. They need to strengthen the South African Women’s movement; to beef up the state machinery for gender equality and development as well as ensure that legislative provisions so far gained are entrenched. SAWID is committed to provide a platform for diverse women to work through their historic divisions, and to confront their current challenges especially in addressing poverty, disease, violence against women and children and all other forms and consequences of marginalization.
Recognizing the complimentarity of UNFT and SAWID, the two organizations welcomed an opportunity to jointly celebrate the coincidence of 50 years since the Pretoria Women’s march and 50 years since the acceptance of the Tunisia Personal Code which legislated for equality between men and women within the family and society.
TUNISIA: UNFT
The UNFT, a non-governmental organization created in 1956, work on promoting the role of women in all the fields. One of its main objectives today, is to make sure that women are fully involved in the knowledge society and have the right of exercising their citizenship. By mastering knowledge, innovative ideas will show up, and entrepreneurial culture will spread among women bringing with it economic and social progress.
II. Context
Celebrating the International Women’s day on March 8th, the National Union of the Tunisian Women (UNFT) and South African Women in Dialogue (SAWID) organize a conference on:
“Women, Peace and Prosperity"
it will be held at Hotel El Mouradi Gammarth, 5*, Tunis, on March 8th, 2007.
This meeting will bring together active actors in the field of legislation, active life and information technologies. 21 women from South Africa will attend this conference.
Participants will exchange experiences and analyze in depth the challenges facing women such as career development, full involvement in public life and access to ICT especially after the recommendations of WSIS.
III. Objectives of the conference
· To Exchange best practices and success stories related to regulation, active life involvement among women. (The case of Tunisia and South Africa)
· To raise awareness of the urgent need to have a global equity in legislation addressing women’s affairs
· To raise awareness that contribution to economic development and innovation is impossible if women are discriminated against.
· To identify the obstacles that women may encounter when getting into leadership and decision making positions.
IV. Expected Results
These debates aim to:
· Raise practical recommendations that could be followed up in the second conference which will be held in South Africa.
· Implement the axis of possible exchanges and partnership between the two NGOs for the benefit of women and the societies: Women vectors of peace & well-being.
V. Conference Topics:
The conference will start on March 8th by an inaugural speech which will introduce the framework of the conferences registered into the program. After the opening ceremony, three sessions will take place.
· The First session: Women & Legislation.
The promotion of women’s rights, the promulgation of laws and actions undertaken in order to change mentalities and behaviors is a common subjects. This session will focus on the continuous reform trends undertaken in the case of Tunisia. It will outline how the Code of Personal Status and all the laws related to health, birth care, education, job equity, employment code.... ended with a modern outstanding legislation that respects values, culture and identity.
Participants will work on how to adapt this regulation to other countries, especially South Africa.
The second session: Digital divide versus Women’s Role in a Knowledge Economy.
This session will outline the state of the issues related to the degree of mastering ICT by women, their involvement in capacity building as well as the issue of universal access and impact on economy. Information technologies brought flexibility and facility for any one to contribute from his position to community development.
Women are able to take part in this development and to benefit from it, mainly because they are well represented in the sectors such as education, health sector, finances, the insurances and other sales departments as well as industries with low intensity in ICT like the textile and the agro-alimentary one where the intensity of the ICT did not reach yet its maximum level. The challenge will be to assist women in these sectors introducing ICT and bringing innovative process to these areas. Besides, challenges and strategies in projects like distance working, incubators and e-trade and e-commerce will be analyzed and discussed. These represent new opportunities for women to perform their entrepreneurship skills and capacity.
A particular focus will be on what has been brought so far after WSIS recommendations.
The third session: Women’s participation in public life: Progress and challenges.
In today’s world no one can ignore the role of women in building an economic based society. What are the trends and the reality in the active life? How effective were the quota system in getting more women into the track? What are the barriers: cultural, education, leadership.... The debate during this session will outline approaches to strengthen women’s participation in public life. It will also outline approaches to strengthen women’s participation in public life (role models will talk about their success stories).

The conference will gather 60 participants among them 21 representatives from SAWID, South Africa.

مثقفو باريس كثوار من طينة خاصة وفوضويين ضدا على اليومي وعلى السائد فيه. ذلك أنه صدر حديثا (2006) كتاب باتريك سترارام "قناني فارغة" لدى دار أليا، والذي افتُقد وضاع أثر النسخة التي رآها وعرفها كثير من رفاقه قبيل ذهابه إلى كندا، مع العلم أنه قد قدم نسخة منه، لم تنشر أبدا، إلى غاليمار قبيل مغادرته فرنسا هربا من واجب الخدمة العسكرية كسبب من بين الأسباب الكثيرة التي دفعت به إلى ذلك. يرجع الفضل في استعادتها ونشرها، مع كثير من جهد وتصرف بالغين في متنها إلى جان ماري أبوستوليد وبوريس دوني كي تظهر اليوم على ما هي عليه، إذ انتشلاها من غبار المكتبة الوطنية الكندية حيث يوجد جزء هام من مسودات وأرشيف سترارام الأخرى.
