وزير الاتصالات يعرقل ويحد من حرية الاتصالات !

القاهرة في 30 يناير 2006 ، الشبكة العربية لمعلومات حقوق الإنسان اليوم ، القرار الغريب الذي اتخذه الدكتور طارق كامل وزير الاتصالات و وتكنولوجيا المعلومات ، بوقف نشاط شركتين تقدمان خدمة الإنترنت في مصر ، بسبب تقديمهما للخدمة بسعر منخفض .
وكانت جريدة العربي الناطقة باسم الحزب الناصري ، قد نشرت بالأمس خبرا تحت عنوان " وزير الاتصالات يجمد نشاط شركات الإنترنت " جاء فيه أن وزير الاتصالات قد قرر وقف نشاط شركتي " link.net" و "tedata.net" لتقديمهما خدمة الإنترنت السريع بنصف الثمن "75جنيه" بدلا من "150جنيه" شهريا .
وكانت الشبكة العربية لمعلومات حقوق الإنسان قد نشرت بيانا في 23 فبراير 2005 ، تستنكر فيه قرار اتخذه المهندس/ علاء فهمي الرئيس التنفيذي للجهاز القومي لتنظيم الاتصالات ، بفرض عقوبات على الشركات التي تقدم خدمة الإنترنت الفائق السرعة المعروفة ب "ADSL " بسعر أقل للمستخدمين " .
وبدلا من تراجع وزارة الاتصالات عن هذا القرار الذي يحد من استخدام الإنترنت ، يأتي قرار وزير الاتصالات الأخير ، ليؤكد تلك السياسات التي تناقض ما تدعيه وزارته من تشجيعها لاستخدام الإنترنت ، حيث يحد بشدة من عدد المستخدمين الذي يرغبون في استخدام خدمة الإنترنت فائق السرعة المعروفة ب "ADSL".
وقالت سالي سامي منسقة البرامج بالشبكة العربية لمعلومات حقوق الإنسان " إن قرار وزير الاتصالات يعبر في حده الأدنى عن فوضي وتخبط في تسيير شئون استخدام الكمبيوتر و الإنترنت ، فمنذ أسابيع قليلة أطلق وزير الاتصالات مبادرة الحاسب الشخصي رخيص السعر ، و الآن يأخذ قرار بإيقاف بعض الشركات لتسهيلهما على الجمهور عملية الاتصال بالإنترنت عبر ترخيص السعر ، فأيهما نصدق ؟ وكيف نثق في وزير يطلق تصريحات متناقضة ؟ " .
وترى الشبكة العربية ، أن رخص أسعار الكمبيوتر ورخص الاشتراك في خدمة الإنترنت ، هو من العوامل التي تزيد من عدد مستخدميه ، و ما ينتج عن ذلك من تسهيل فرص مواكبه العالم وإمكانيات التنمية في مصر ، لاسيما وأن متوسط الأجور المنخفض ، ما زال ضمن الأسباب الرئيسية لقلة مستخدمي الإنترنت في مصر .
وقالت سالي سامي " كان أجدر بوزير الاتصالات أن يضع مصلحة المستخدمين وما ينتج عن رخص سعر تقديم الخدمة من زيادة عددهم ، بدلا من قراره الذي يجعل خدمة الإنترنت فائق السرعة ، خدمة للقادرين ماليا فقط " .

Cairo, 30 January, 2006 - The Arabic Network for Human Rights Information (HRinfo) condemns the decision taken by the Egyptian Minister of Communication and Information Technology; Dr. Tarek Kamel, to freeze the activities of two internet service provider companies for reducing the cost of their services.
Al-Arabi Newspaper of the Nasserist party published yesterday a news-story entitled "Minister of Communication Freezes The Activities of Internet Service Provider Companies". According to the newspaper, a decision was made by the Minister of Communication to freeze the activities of "link .net" and "tedata.net", for providing Internet services at half price, 75 Egyptian pounds instead of the 150 Egyptian pound monthly fees.
On 23 February 2005 HRinfo posted a statement denouncing a decision made by the Executive Chairman of the National Communications Authority; Alaa Fahmi, concerning the enforcement of penalties on ADSL companies that provide the service at a lower price.
The recent decision by the Minister of Communication comes to confirm the obvious contradiction between such polices and claims made by the ministry of encouraging the use of the internet. This decision seriously limits the number of ADSL users.
"The minister's decision reflects, at the least, chaos in administering the use of computers and internet in Egypt. A few weeks ago, the minister announced the initiative of personal computers at a low price, yet at the same time he took the decision to freeze the activities of internet provider companies because they offer cheaper online access. Which policy do we believe? How could we trust a minister that issues contradicting statements?" HRinfo Program Coordinator, Sally Sami said.
HRinfo believes that providing personal computers and internet access at a low price will increase the number of internet users. In addition, this will contribute to potentials for Egypt's development. It is known that low incomes are one of the key obstacles to internet access in Egypt.
"The Minister of Communication should have considered the interest of users and the potential increase in internet users as a result of low cost internet access, instead of adopting policies that limit ADSL access to only those who are financially capable," Sami added.
