تونس : محاصرة منظمة حقوقية و ضرب كاتبة و ناشطة حقوقية ، والتحريض على الاعتداء الجنسي عليها 24/7/2006 بيان صادر عن : مجموعة عمل للدفاع عن حرية الصحافة والتعبير في شمال أفريقيا (WGFENA) أدانت اليوم مجموعة عمل الدفاع عن حرية الصحافة والتعبير في شمال أفريقيا (WGFENA) إقدام أجهزة الأمن التونسية على الاعتداء على الناشطة الحقوقية والكاتبة المعروفة نزيهة رجيبة "أم زياد" عقب محاصرة أجهزة الأمن لمقر المجلس الوطني للحريات بتونس ومنع أعضائه من حضور اجتماع كان مقرر عقده هناك . وكانت الكاتبة المعروفة ورئيسة تحرير مجلة كلمة تونس أم زياد قد توجهات لحضور الاجتماع الدوري بمقر المجلس الوطني للحريات صباح الجمعة الماضي 21 يوليو 2006 ، ففوجئت بعدد من رجال الشرطة يحاصرون مقر المجلس ويمنعون أي شخص من الاقتراب منه ، ثم قاموا بالاعتداء عليها وسبها بكلمات فاحشة ، وأجبروها على ركوب سيارة تاكسي ، قائلين للسائق " خذها حيث تشاء وأفعل بها ما تريد فهي ......... - واصفين إياها بكلمة فاحشة - " ، ثم أعقبوا ذلك بحصار منزلها طيلة اليوم . يأتي هذا قبيل احتفال تونس بمرور خمسون عاما على سن قانون الأحوال الشخصية والأسرة ، وهو القانون الذي يعد الأفضل عربيا ،إلا أن حقيقة الأمر تؤكد على أن المدون بالقانون شيء ، والواقع التونسي شيء أخر مختلف تماما ، حيث الانتهاكات اليومية الفظة والاعتداءات البدنية للناشطات الحقوقيات مثل أم زياد وغيرها . و ترى "مجموعة عمل الدفاع عن حرية الصحافة والتعبير في شمال أفريقيا (WGFENA) " أن هذا الاعتداء السافر على الكاتبة الصحفية والناشطة الحقوقية أم زياد يعد حلقة جديدة من سلسة الاعتداءات والانتهاكات البوليسية التي تمارسها الحكومة التونسية ضد كل من يجرؤ على نقد الأوضاع المتردية لحالة حقوق اِلإنسان في تونس في ظل حكومة تعد من الأكثر عداء لحقوق وحرية شعوبها . جدير بالذكر أن المجلس الوطني للحريات في تونس ، هو مؤسسة حقوقية تأسست في عام 1998 بهدف دعم استقلال القضاء والدفاع عن حرية الرأي والتعبير وكفالة الحق في انتخابات حرة ، وقد اعتادت الحكومة التونسية التحرش به ، التعدي على أعضائه ومؤسسيه بسبب انتقادهم للممارسات البوليسية للحكومة التونسية . أما الكاتبة نزيهة رجيبة " أم زياد" فهي عضوه بالمجلس الوطني للحريات ، ورئيسة تحرير مجلة كلمة تونس الاليكترونية " المحجوبة في تونس " فضلا عن كونها عضو بالهيئة الاستشارية للشبكة العربية لمعلومات حقوق الإنسان ، وقد تعرضت أم زياد لحملة منظمة من المضايقات الحكومية كان أخرها محاولة اختلاق و تلفيق فضيحة جنسية لزوجها عضو البرلمان السابق " مختار الجلالي" قبل أشهر قليلة ، كعقاب لها على مواقفها الجريئة ضد الممارسات البوليسية ضد المواطنين التونسيين ودفاعها المستميت عن حقوق الإنسان وحرية الرأي والتعبير .

A Human Rights Activist and Writer Is Beaten and Threatened
With Sexual Assault

The Working Group on Press Freedom and Free Expression in North Africa (WGFENA) condemned today the assault perpetrated by the Tunisian Security against the prominent writer and human rights activist, Naziha Regiba (known as Um Ziad). The attack came after security forces besieged The National Council on Liberties in Tunisia to prevent its members from attending a meeting.

On Friday morning, 21 July 2006, Um Ziad, the prominent writer and editor of "Tunisian Word" ["Kelmat Tunis"] magazine, went to the National Council on Liberties headquarters to attend a meeting. As she approached the office, she was physically and verbally assaulted. They then forced her to get into a taxi and said to the driver "take her wherever you want and do what you want with her; she is a (……) - describing her with obscene words." Afterwards, security forces surrounded her residence for the whole day.

It is surprising that this incident comes around the same time as Tunisians celebrate the 50th anniversary of the Personal and Family Law, which is considered to be the best in the Arab world, only to reflect that state practices are in total contradiction of legislations.

WGFENA believes that such a blatant assault on the writer and human rights activist, Um Ziad is a continuation of police assaults and violations practiced by the Tunisian government against those who dare to criticize the deteriorating situation of human rights in Tunisia due to a government considered to be one of the most aggressive governments against its people's rights and freedoms.

The National Council on Liberties in Tunisia is a human rights organization founded in 1998. Its objectives are to support judicial independence, to defend the freedom of expression and to ensure the right to free elections. The Tunisian government systematically harasses and assaults its members and founders due to their criticism of Tunisian government and police practices.

Naziha Regiba - who is also known as "Um Ziad" - is a member of the National Council on Liberties and the editor of "Kilmat Tunis", an electronic magazine. The website of Kilmat Tunis magazine is blocked in Tunisia. Um Ziad is also a member of the advisory board of the Arabic Network for Human Rights Information (HRinfo). Um Ziad is targeted by governmental harassments, the most recent of which is fabricating a sexual scandal for her husband "Mokhtar Al-Galali", former Member of Parliament, a few months ago. Their aim is to punish her for being outspoken against police practices against Tunisian citizens and for defending the principles of human rights and freedom of expression.
